Emmanuel lost 1/3 of his 2011 votes in 2015. That means 1/3 of the people who voted for him to be mayor his first term, didn't vote for him to be mayor his 2nd term. Because he still managed to win again, it means those lost voters didn't vote for ANYONE in 2015. They stayed away from the polls.

Of course the OVERWHELMING majority of black Chicagoans don't think the mayor cares about them. Why should he when they've "dropped out?"
